The course information document says "Ensure the video can be viewed on a recent web browser."

To check, drag the video file onto an open Chrome or Firefox browser window and make sure the file plays in the browser, not in another application such as Windows Media Player.

To convert a video file using [a desktop version of] VLC:

This will create a video file that is viewable in any recent web browser.

If you need to rotate the image use Tools > Effects and Filters > Video Effects > Geometry and the appropriate transformation after starting VLC.  In the Profile options select Video codec > Filters and select the "Video Transformation filter" checkbox.

If you need to make more extensive changes it may be faster to take the video again (or use a video editor such as OpenShot).
